In this highly interactive training, we discuss how to identify and meet the special needs of parents with learning disabilities and developmental delays. We discuss service options and resources available, special case planning issues, and what parenting skills these parents may have difficulty learning and how they might be able to learn them. Then we apply what we’ve learned to real and case studies.

ASSESSMENT:

204-02-006: Knows how to recognize behaviors and interpersonal interactions that indicate individual problems in adults including substance abuse, mental illness, and developmental disabilities (See 309: Substance Abuse, 308: Developmental Disabilities and Psychopathology of Adults, and 324: Conflict, Hostility and Resistance for Caseworkers competencies)
209-01-012: Understands the effects of intellectual disability and cognitive deficits in parents on their capacity to safely parent and nurture their children
209-02-005: Understands how a variety of parental conditions (such as mental illness, substance abuse, cognitive challenges, inadequate attachment, social isolation, etc.) contribute to neglect of children
301-01-010: Knows how to adapt interviewing strategies for use with individuals who have cognitive disabilities or emotional disorders
308-01-011: Knows how to use observation and interviews to identify possible mental health problems in adult family members and refer them for further assessment

CASE PLANNING

204-02-011: Can use assessment conclusions to inform how the worker interacts with the client and for service planning with the client
208-02-013: Can coordinate, monitor, and evaluate direct casework interventions (including in-home and placement services), extended family support, and multiple treatment interventions to ensure consistency of approach and completion of case goals and objectives
209-02-009: Understands the components of comprehensive, long-term and intensive services needed to sustain neglectful families' ability to adequately care for their children over time and the importance of coordinating these services
209-02-016: Can involve extended family members, local service providers, family friends and other involved persons to form a permanent support network for neglecting families
213-01-006: Understands the challenges to reunification posed by parental mental illness, substance abuse, developmental disability, or family violence
308-01-011: Understands how dual diagnosis of mental illness with other problems, including substance abuse and developmental disabilities, can complicate both assessment and treatment planning
